China has initially established both the basic Internet management system and the network information safeguard system, said Wang Chen, minister of the State Council Information Office, recently.
Wang said that China has been strengthening the oversight and regulation on Internet-related basic resources, key procedures as well as information and content services. The first task is to regulate the management of domain names, IP addresses, registrations and access services. The second is to establish an entrance and exit mechanism for Internet information services.
According to laws on licensing approval Internet information services relating to ideological security and public networks, the administrative permission system will be introduced and a series of management systems such as daily monitoring, annual review and approval and administrative penalty will be established. This will form a mechanism for related departments to collaboratively handle domestic harmful information and prevent the penetration of overseas harmful information.
The third is to introduce an Internet real-name system actively. The state is introducing an Internet real-name system for forum administrators of major news and commercial Web sites as well as canceling the function to allow netizens to leave anonymous comments on news. The identity authentication of Internet BBS users is under research.
He added that meanwhile, China has initially built the network information security safeguard system. Adhering to the principle of taking active defense and comprehensive prevention China has strengthened the network information security safeguard system. This system focuses on both security and development and combines management with technologies.
